Instrument Specification Package for Competitive Bidding

Instrument DatasheetsProcurementBid Evaluation

Problem

A process unit revamp required roughly forty field instruments — flow, level, pressure, and temperature transmitters, along with several control valves — to be specified and competitively bid across multiple vendors on a fixed schedule.

Approach

  • Built instrument datasheets from the P&ID and process data sheets, capturing process conditions, materials of construction, hazardous area classification, and required accuracy/turndown for each tag.
  • Standardized datasheet formatting so instruments could be grouped by type into vendor packages, reducing the number of separate inquiries needed.
  • Issued the package for competitive quote, then supported technical bid evaluation: checking vendor exceptions against the specification and flagging deviations that affected process suitability or code compliance.
  • Coordinated with I&C engineering to confirm signal types, wiring requirements, and power availability were captured before issuing final purchase requisitions.

Outcome

The package went out to bid on schedule, and the technical bid evaluation surfaced two vendor exceptions early enough to be resolved before award — avoiding rework after purchase.
